With more than 20 years of experience in senior living operations, Mandy brings extensive expertise spanning sales and marketing through executive operational leadership. She is responsible for the strategic direction, operational performance, financial management, and quality outcomes across a portfolio of senior living communities. Her leadership includes oversight of multi-site operations encompassing independent living, assisted living, and memory care communities, with a strong focus on regulatory compliance, resident satisfaction, workforce development, and organizational growth. Mandy holds a Bachelor of Business Administration from University of North Alabama and a Master of Business Administration from Columbia Southern University. She is also a Category II Assisted Living Licensed Administrator.

Billy Hand holds his BS in Civil Engineering from Auburn University and his J.D. from Thomas Goode Jones School of Law. Billy brings 38 years of design and commercial construction to his role as the Director of Construction. His experience includes civil site and utility infrastructure, healthcare, senior housing, mixed use commercial, and church projects. He is adept at capturing our company’s vision; collaborating with the design teams; navigating the approval agencies and providing oversight for our construction projects. He is passionate about building excellent relationships and quality projects. Billy serves as an elder at Oak Mountain Presbyterian Church, PCA and is involved in various faith-based ministries.

Responsible for the ongoing financial operations of our company, Jared manages all of Dominion Partners’ related entities, including all corporate finance and financial reporting processes, placement of commercial insurance and oversight of the technological infrastructure. Before joining the firm, he served as a manager at Warren, Averett, Kimbrough & Marino, conducting audits of various entities. Jared is a member of the Alabama Society of CPAs and the American Institute of Certified Public Accountants. He earned a Bachelor of Science in Mathematics from Samford University and a Master of Accountancy from Samford. He is a Certified Public Accountant.

Kim joined Dominion in 2015 as Special Projects Manager in senior living operations, playing a key role in coordinating initiatives between development and operations. Today, she supports project development through operational design, branding and marketing coordination, and the transition from construction to community management. With a strong commitment to excellence and a keen eye for detail, Kim fosters our collaboration with architects, designers, and contractors. Her diverse professional background—including senior living marketing and operations, legal and medical office administration, and secondary education—brings a well-rounded and valuable perspective to the team. She holds a Bachelor of Science in Secondary Education and a Master of Arts in English Education from the University of North Alabama.

Withers has served as the Director of Development at Dominion Partners since 2019, where he is responsible for leading all aspects of real estate development. His role encompasses market and site selection, securing entitlements, overseeing design, managing finance and investor relations, and directing asset management efforts. With more than 15 years of experience in real estate finance and development, Withers has built a diverse portfolio across various asset classes, demonstrating a deep understanding of the complexities of the industry. His expertise allows him to successfully guide projects from conception to completion, ensuring long-term value creation for stakeholders. Withers earned a Bachelor of Science in Finance from the University of Alabama and a Master of Business Administration, concentrating in Finance, from Vanderbilt University.
